Monitoring & Evaluation for Adaptation 2-day course

Garama’s 2-day course on Monitoring and Evaluation (M&E;) for Adaptation addresses how to measure the success of adaptation – both in general at, for example, the national level, or with respect to individual interventions. The course outlines the challenges of adaptation M&E;, reviews existing approaches, and presents some methodological approaches for assessing the effectiveness of adaptation that go beyond the usual focus on outputs. It includes discussion of the Tracking Adaptation and Measuring Development (TAMD) framework developed by IIED, and approaches to the measurement of resilience. It addresses the problematic issues of counterfactuals and the ‘normalisation’ of indicators – i.e. how to track the success of development interventions in the face of evolving climate risk contexts that will make the achievement of development goals more difficult. The role of climate information and standard development indicators in assessing adaptation performance is also addressed.

The course is run by Garama’s Director, Dr Nick Brooks, who has extensive experience in the development of adaptation M&E; frameworks and systems. Dr Brooks led the methodological development of the TAMD framework, which has been applied at the national and sectoral level in Cambodia to inform the development of national climate change M&E; systems. He has also developed Key Performance Indicators for the UK’s £6 billion International Climate Fund, including the KPI for measuring improvements in resilience.
