The success of solar PV technology take-up depends on separate policies to carry it from national to local and vice-versa. This is the finding of a new report by the Washington-based World Resources Institute (WRI) which sought to isolate national policies which have most successfully developed onshore wind and photovoltaic energy in countries like Germany, Japan, the US, India and China. The report said separate policy frameworks are needed for upstream and downstream process because positive developments in manufacturing solar are not automatically replicated in domestic take-up. This is due to the fact that the solar industry is largely traded on a global arena.
