ASEAN Foundation Executive Director Makarim Wibisono was invited to be a senior advisor to Environment Minister Balthasar Kambuaya in hosting an international conference on the ozone layer.
The Joint Meeting of COP-9 to the Vienna Convention for the Protection of the Ozone Layer and MOP-23 to the Montreal Protocol on Substances that Deplete the Ozone Layer is being held in Bali, from November 21 to 25, and being participated in by more than 30 representatives of Parties to the Vienna Convention and Montreal Protocol, the ASEAN Foundation said in a press statement here on Wednesday.
In his opening remarks, Minister Kambuaya said that the success of the Montreal Protocol to phase-out major Ozone Depletions Substances (ODS) was a good example on how international treaty can be implemented effectively and universally.
The implementation of Montreal Protocol has resulted in quantified and scheduled phase-out of Ozone depleting substances consumption and production.
The success of the implementation of the Montreal Protocol, according to Minister Kambuaya, can be attributed to the support and commitment of Parties in protecting Ozone layer.
The commitment with which Parties implement the Protocol can also serve as a model for other multilateral environmental agreements.
In order to ensure the success of the Joint Meeting, Makarim helped in formulating the draft of “Bali Declaration on the Way Forward for the Transition towards Low Global Warming Potential Alternatives to Ozone Depleting Substances,” which is going to be discussed in the meeting.
The Bali Declaration is aimed at encouraging Parties of the Vienna Convention and the Montreal Protocol to take meaningful efforts towards the synergy and cooperation of multilateral agreements, to enable them to achieve their objectives in a mutually supportive manner.
