Rich nations should bear responsibility of harmful emissions, says UN chief

UN chief Ban Ki-moon said developed nations must lead in the drafting of a climate treaty by 2015 as it needs to bear responsibility for climate change. The UN secretary-general said at the sidelines of the Doha climate talks that it is only fair that richer nations bear the brunt of the responsibility to fight climate change. While this echo the developing nations’ view of the historical responsibility of industrialised nations to solve the climate change problem, many rich nations say this divide no longer reflects the current situation. China has already overtaken the US as the world’s top carbon polluter. Lord Stern, author of the landmark Stern review of the economics of climate change, said that poorer countries must also step up its responsibilities.
