Smart green building may become a mainstream in the local realty market, as the government has planned to mandate the adoption of smart green-building design for all public facilities or buildings with over NT$50 million of construction cost, starting 2012.
The requirement is included in the draft “program for pushing small green buildings,” formulated by the Ministry of Interior (MOI) and the Ministry of Economic Affairs (MOEA) jointly, which is slated to undergo a review by the Executive Yuan (the Cabinet) tomorrow (Nov. 9) before being submitted to the regular Cabinet meeting for approval.
Smart green building is one of the four emerging smart industries being pushed by the Executive Yuan, capable of producing widespread ripple effect on such sectors as construction, home appliances, hi-tech, energy, and environmental protection.
Government unit in charge estimated that the business opportunities for green building may top NT$111.5 billion annually, based on new floor space of 4.7 million square meters, as well as the assumed construction cost of NT$23,000 per square meter, for such buildings.
The proposed program calls for outlay of NT$3.22 billion during the six-year period from 2011 to 2015, which is expected to induce NT$79.5 billion of investment, NT$799.5 billion of industrial output value, 11.53 million tons of CO2 reduction, and 255,000 of new job vacancies.
The government will also push smart green building with the provision of incentives for cases related to public bidding for state-owned land, urban renewal projects, and military-engineering projects.
In addition, related government institutions will invest heavily in the R&D and pushing of the technologies of smart green building, including smart sensing network and service technologies, technologies for advanced smart platform and application systems, and energy-management and smart power-consumption control system.
