Japan and New Zealand have announced at the ongoing UN climate negotiations in Doha that they will not commit to a second period of the Kyoto Protocol. Japanese climate negotiator Masahiko Horie defended their position stating that the Kyoto Protocol covers less than one quarter of global carbon emissions. He said all countries need to be on the same page, pointing out that China, the US, India and other major emitters have also not signed on to the second period of the Kyoto Protocol. The EU, Australia, Norway and Switzerland have all signed on to the second commitment period.
