Japan’s influence in the global climate talks wanes

Japan is not seen as an active participant in this year’s UN climate talks in Doha, Qatar. According to the Japanese government, they view the 18th Conference of Parties (COP 18) as a “process-focused COP”. It says it will participate in the negotiations but maintains that Japan has already completed the basic arrangement for negotiations for the next legal framework starting 2020. The Japanese government had previously announced that it has no intention of changing its emission reduction target of 25 per cent by 2020, relative to 1990 levels. It has also said that it will not sign on to a second commitment period of the Kyoto Protocol, leading many to lose interest over Japan’s role in the climate conference.
