An ambitious plan to revamp Melbourne’s Fishermans Bend into a diverse urban residential community for 90,000 - Australia’s largest urban renewal project to date - is at risk of being hijacked by the pursuit of foreign investors, say planning experts. They added that in the absence of a suitable masterplan, a piece-meal approach driven by private developers would result in over-priced, exclusive properties with no space for community amenities, small businesses or affordable housing.
