Emissions caps, not cuts for developing countries

A future United Nations climate treaty is likely to have mandatory emissions caps but not reductions for developing countries, said Brazil’s climate negotiator in New York last week. Negotiatiors are currently working on a treaty - to be ready by 2015 - meant to replace the Kyoto Protocol that expires this year. The Kyoto Protocol only committed developed nations to legally binding emissions targets, which was a major reason it was never ratified by the United States. The next round of formal global climate negotiations is in November in Qatar.
